The investment aimed to improve maritime safety and modernise the vessel traffic monitoring system. In this regard, the Slovenian Centre for Traffic Monitoring and Crisis Management at Sea was established in February 2021 at the Slovenian Maritime Administration’s new premises. The purpose of the investment was to reduce the probability of an extraordinary event by 75% through the purchase of optimal equipment and the organisation of the vessel traffic monitoring service, thereby extending the expected time between extraordinary events from the current 20 to 80 years. At the same time, the investment has also contributed to a decline in the rising trend of minor accidents resulting from increased traffic in Slovenian waters. However, should a major accident occur, the coordination services will be able to respond more effectively thanks to improved equipment and spatial arrangements. The likelihood of an extraordinary incident at sea is high due to heavy shipping traffic, complex intersections of shipping lanes, limited seabed depths (ship sizes are constantly increasing), frequent and unpredictable strong winds, and the presence of smaller vessels in shipping lanes; at the same time, the consequences of an emergency can be very severe. A well-equipped Centre for Traffic Monitoring and Crisis Management at Sea will thus reduce the likelihood of an emergency by up to 80%.
