It is under these circumstances that it becomes clear to what extent they can collaborate effectively with others, work efficiently under time pressure, and are willing to go the extra mile to develop high-quality solutions. To achieve the objectives set out in the 2015-2020 Public Administration Development Strategy, the Ministry of Public Administration implemented the project of setting up a competence model as part of the Effective Employee Management initiative. Through various activities such as interactive workshops, focus groups, consultations, interviews, online surveys, resource analysis, etc., and in collaboration with a broad range of representatives from the state administration, human resources departments, heads of internal organisational units, and high-performing employees in specific professional fields, foundational, leadership, and job-specific competencies were identified. This outlines the path toward establishing a system to identify and assess competencies, as well as a system to develop and acquire missing competencies.
