A member state which receives EUSF funds may use the existing administrative arrangements to fulfil its obligations relating to the use of EUSF funds. These arrangements, i.e., cohesion policy implementation system, may, due to the nature of the activities, be simplified so as to ensure the efficient and effective use of funds and an adequate audit trail, while ensuring regular monitoring and control of the use of Union funding. The Ministry of Cohesion and Regional Development drew up the Description of the Management and Control System for the European Union Solidarity Fund for financing essential emergency operations in the scope of recovery measures following the August 2023 floods in Slovenia in accordance with Articles 3, 5(3) and 6 of the Council Regulation (EC) No 2012/2002 of 11 November 2002 establishing the European Union Solidarity Fund (OJ L No 311 of 14 November 2002, p. 3). The document is a constituent part of government documents.
The Description of the Management and Control System for the European Union Solidarity Fund provides all relevant information on the structure and organisation of the management and control system for the EUSF established in all bodies involved in the implementation of the EUSF for the recovery from the August 2023 floods in Slovenia.
